"un lieu où se retrouver" basically has the same meaning as "un lieu où l'on peut se retrouver"
It is fine to use an infinitive after où in French, although English doesn't seem to allow it
whoa... so there should be a l'on but we don't write it.. that's confusing !
It's not that there should be one. Both "où se retrouver" and "où l'on peut se retrouver" are grammatically valid, and they happen to have pretty much the same meaning.
