Well I actually think "tout" here is not even a COD, but I don't know which rule allows it to be placed before the conjugated verb

Though « tout » can become a pronoun, it still acts like an adverb which is why it’s a special case

Hence why it’s placed there where adverbs are usually placed

Though « tout » is an object it acts as an adverb and thus is placed before the infinitive
