Sorta but « voire » is a lot more limited. « voire » can't modify verbs like « même » :
Je ne l'ai même pas vue ✅
Je ne l'ai voire pas vue ❌

I don't know if it's right but I'm also under the impression that in cases where « même » is used like « voire », « même » is closer to 'in addition' whereas « voire » is closer to 'perhaps' so the latter feels weaker than the former

@white raft I find WordReference's entry helpful, since 'et même' can help distinguish it from just 'même':

Je ne l'ai et même pas vue
-> 'Voire' cannot be used here.

Il est fort, voire/(et) même capable de soulever un rocher.
