If you look at your examples, the difference is with the use of "à" = "to" and "dans" = "in". I reckon french prefers to use "dans la partie nord" in most cases though.

- "He goes to the northern part of France" = "Il va/se rend dans la partie nord de la France"

- "This canvas is located in the northern part of the castle" = "Ce tableau se trouve/se situe dans la partie nord du château"

I'm trying to make sense of "Je me rends à la partie nord de..." but I always want to use dans instead of à in this context. If you wish to say "to the north (of)", you could say "au nord (de)", or "à l'extrémité nord (de)" = "on/to the northern edge (of)".

- "Je vais au nord" = "I'm heading/going north"

- "Je vais à l'extrémité nord de l'Europe" = "I'm going to the northern edge/the northernmost point of Europe"
