Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
You can use it at any age that is considered "late/old", since it is relative, you can use it even for younger years based on the context. For instance, learning an instrument/language is often best when starting at a very young age, because the brain is picking up new information faster, so even a teenager/young adult may be considered as learning "sur le tard" (relative to a young child).
I've used it myself when I started going to the chess club, there were so many kids that had years of experience ahead of me, so i definetly felt like I was learning sur le tard.
