Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

you're welcome :) nous isn't used a whole lot in modern french, it sounds bit formal, and inversion is the most formal way to make a question, so both of your sentences sound extremely formal. the added indirection in pourrions-nous nous asseoir dehors makes it sounds even more formal to me
but anyways pouvons-nous is like may we and pourrions-nous is like could we

We have two uses of « nous » there.
The first is as a stressed pronoun: « Nous, on veut la paix (We want peace) ». This is how French stresses/emphasises things. We repeat the noun in stressed pronoun form.
I love you (Je t'aime) vs I love you (Moi, je t'aime / C'est moi qui t'aime)
The second is as an object pronoun: « … qui nous a suivi (… who has followed us) ». French still uses « nous » as an object pronoun.

To a waiter, i would still use "est-ce que" over intonation questions
and "pourrait" over "peut"
