I would interpret it as "getting around in luxembourg is simple with public transport"
i don't think i would ever interpret se deplacer as moving somewhere to live (ie. déménager)

In short, I could see this whole phrase as "moving around in Luxembourg is easy with public transport, you can ride on the bus or on the tram without buying a ticket or transit card""

Yeah, I could see why that could be better. Especially since thinking of it as "moving around" would confuse me
I guess we can fill in the blank of "around" with "Getting around", but have you seen that specified in French before?
Like, a person is walking around someone
both to get around and to walk around are phrasal verbs in english, the "around" is part of the verb essentially
French has a lot fewer phrasal verbs
I'm not totally sure how you would say to walk around someone in French, i would probably just say éviter but there may be a better way

I guess, what if someone wanted to say they walked "thoroughout" a location like a store?
throughout i would probably translate as "partout"
