c'est is used instead of est in french regularly
in general, pronouns can be used for emphasis when they would be redundant in english, although with c'est it doesn't carry any emphasis, it's just a neutral way to say is
the de is connected to ne pas arrêter, not c'est
it can't be removed, or at least it would sound less natural to remove it
even in the famous quote of Louis the fourteenth "I am the state" = "L'état, c'est moi"
But there are two des there

sure, but it wouldn't sound as a natural as the Louis the fourteenth said it
Could you explain further? There is arrêter de but I don’t see what the first de would be
when an infinitive is used with être, you usually need to put a de in front of it
the exception is when the infinitive is the first word in the sentence
but it's basically the same de as when you say "il est difficile d'arrêter de fumer"
