Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

Because the question uses subject-verb inversion, which is the formal way to ask questions.

When the subject of the verb isn't a pronoun, it must be repeated with one for the inversion.

Example:

• Est-il beau ? ==> is he handsome?
• Ton frère est-il beau ? ==> is your brother handsome?

Quelle heure est-il pour toi? Why not est-elle? Since heure is feminine

Because the statement version of that question is, for example "Il est 4 heures". With an impersonal "il".

That's the "il" in "Quelle heure est-il ?"

It's not a pronoun that refers to "heure"
