Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

it's lacking context but it just means one in two, or one out of two. the sentence before is talking about how the people you're talking about made it out. maybe it's implying that someone or something didn't make it out of whatever situation they were just in.
