Do note that it does match the number if you put a noun in between.
Ce sont tous les livres que je possède.
Ces livres sont tous ceux que je possède.Ce sont mes voitures.
Ces voitures sont les miennes.
The pronoun "ce" is invariable.
Only the adjective/determiner that comes before the noun agrees with the latter.
