Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
- There's no hyphen unless you're inverting (faut-il).
- You would say 'Le temps est pluvieux' (the weather is rainy) or 'Il fait pluvieux'.

Just "Il pleut"? No need for "Fait" like "Il fait pleut"?
No, you don't mix the verbs.
Il fait beau/gris/pluvieux/etc. -> Il fait + adjective.
Il pleut -> It rains.
Il fait pleut is incorrect because pleut is a verb
In English it's "it is raining" so you have two verbs but it's actually a compound tense that we don't have in French
