2.3 « Il lui le donne »
When it comes to the third person, it's always direct object first. Here is the full order:
« subject [me/te/se/nous/vous + le/la/les + lui/leur + y + en] verb ».
Ex: « J'apporterai les bougies à mes parents => Je les leur apporterai. »

2.4 « Je veux la lui rendre »
« la » would be replacing « argent » here but « argent » is a masculine noun.
