foutre by itself is like a vulgar form of "faire" but its actual usage is more complex as far as i know

Verbs never do conjugate according to gender but past participles do agree in gender because past participles are just adjectives

The difference being that with « avoir » it agrees to a direct object when placed before the verb whereas with « être » it agrees with the subject (the indirect pronominals notwithstanding)

Par exemple, je dirais jamais
"Qu'est-ce que tu vas ficher là-bas"
Mais bien "qu'est-ce que tu vas fichtre là-bas"
