It's a somewhat common expression, not slang at all.

As far as I know it's an invariable phrase, meaning it doesn't change. I haven't seen it in any other forms.

"Quoi que" on its own has a couple meanings, in this case it's like "whatever".
Quoi que je fasse - whatever I do
Quoi que ce soit - whatever it may be
So it's kind of like "Quoi que" + "il en est". En Γͺtre does have its own meaning in general but in this case I think it might be idiomatic.
"J'en suis" - I'm in/i'll participate (je suis partantΒ·e)
"Tu en es oΓΉ ?" - Where are you at? (in a project, activity, etc)
In an even more general sense, en replaces a clause that starts with "de" and so you can sometimes think of it meaning something like "of it".
Quoi qu'il en soit - whatever it may be of it.
"Whatever it may be of it" isn't really something we say in English it's just to give you an idea of the vibe of the phrase.
