Given that Anakin is Obi-Wan’s padawan/apprentice, Anakin might be using vous in deference to him
It should be noted that the dubbed version has Anakin using vous and Obi-Wan using tu. Interestingly, Anakin stops using tu during the fight on Mustafar, perhaps as a sign that he no longer viewed Obi-Wan as his master

But that doesn't mean you can't switch between tu and vous when refering to one person vs. a group of people including that person
We don't ever just randomly switch between tu and vous when refering to just one person, however
(There can be social situations where people use one or the other, but the usage is consistent within those circumstances. E.g. a person might normally use tu with a friend, but when invited to be interviewed on a TV show, uses vous with them because they don't want the audience to think of them as close friends)
