It's the word 'que'. When followed by a vowel, it is shortened.

Qu'il -> That he/it
Qu'est-ce que -> What is it that

Note that 'que' can have different meanings, so be careful. However, since 'qui' is not shortened (outside of very casual French), you'll always know that it's 'que' when you see that construction.
