it comes from l'étranger. i've been trying to force myself to read it and i've been so slow because of trying to perfectly understand each sentence before moving on. not sure if this is a smart way to learn, but i at least enjoy it to an extent.

Before answering your first question, about your method:
It's not a bad thing to try and understand everything. That said, it takes a lot of time and effort to only go through a bit of text. It can be hard to keep the motivation going doing this, and at the end of the day you don't have a lot of input. Usually, it's good to have a balance between this and also more relaxed reading where you just try to go through media in the target language just to get a lot of input, just a mix of both.

But at the end of the day, the optimal method is just the one that sticks with you, that you can keep doing without feeling bored or demotivated

And regarding your question, the first clause is passé composé (j'ai pensé) and the second is plus que parfait (je n'aurais pas dû).
Literally, it means "I thought that I shouldn't have said that to him/her"
