Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

I don't think you're going to find a definitive answer on it as different people will have different experiences with the word and may or may not find it okay.

What I can say is that "-ie" is a diminutive suffix. It can be used to make things cute (so, it could be endearing) but it is also used to refer to things as childish or small (so, potentially belittling).

You're making assumptions about other people perceptions
You simply can't know how someone might interpret your meaning, regardless of the tone that you think you're imparting, particularly when someone is a non-native and from a different culture from your own

It certainly isn't inherently anywhere near a slur. Some may take it as particularly offensive though, as with most things. Personally I would just avoid using it around someone who makes it clear they don't appreciate the term, but imo your attitude towards them should be more prominent and important than whether you refer to them as "frenchies" or not
I'd also avoid using it to refer to someone directly, lol
