As for the use, à associated with an infinitive expresses the idea of a passive infinitive. À noter can equate to "to be noted" but English would rather just use "to note".

As for why it’s just plain A and not À, typewriters used to not have upper case accented letters so people omitted accents when writing upper case but nowadays with digital keyboards and dead keys it’s possible to write upper case accents. It’s just that people are lazy and it’s been a habit for decades so why change
That's just not true
It's just with azerty the only way to type À is with an alt code
Who has time for like 5 inputs and a number to remember just for one letter
You can change your keyboard layout in your pc's settings but then you don't see it on your keyboard so it's hard to learn
With the most recent update of Windows, this version of Azerty is now the legacy version, and the new version of Azerty supports easily typing accents, but newer keyboards have not yet come out with this format. But yes, this is largely why people don't use accents on capital letters a lot, it's too annoying
I've always found learning other keyboards easy. For those who struggle with the French keyboard, look into the French Canadian keyboard. It's not that different from the US one and yet has easy access to the accents.
I'm personally not a fan of the "French Canadian" keyboard as it's missing a few things
"Canadian Multilingual Standard" is my fav, only downside is that some symbols move around a bit
"Qwerty-fr" is the best alternative if you want 100% US layout but still to be able to type everything you need for french
But yeah, at least in France the azerty keyboard has historically been very poorly made and was unable to type accented capital letters, guillemets, etc.
Not sure about belgium or switzerland but in Canada, typing capital accents is always easy, so you'll rarely see missing accents here.
The thing is idk about the rest of most ppl but I've learned to use a keyboard at school so it was azerty
Changing the standard keyboard in the whole country is just not easy
