Hmm basically it's just some kind of expression to refer to being seven years old, because it's supposed to be the age a kid start to tell apart the right from the wrong (morally), and therefore develops his reason in the philosophical meaning.
It's not especially literally, it's just very specific so you'll literally use it once in your life
