Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

c'était = was
que ça = it
Literally "what was it"
c' is already it. Why do we need to repeat the subject?

To amplify the fact that we're talking about it

You also could hear "C'était quoi, ça ?"

Basically it's to emphatize
Sometimes you emphatize in english too, when you're saying "I do think" instead of "I think" to emphatize your opinion
