it means someone’s home or place, like ‘chez moi’ means ‘my place’. It’s always followed by a pronoun pretty much or like ‘chez ma grand-mère’ or ‘chez-soi’

yes exactly if it’s someone’s place, so that would mean ‘i’m at the doctor’s’ which is used often
