I didn’t realize location was also a french word so to clarify I meant emplacement

As in the English location

« Est-ce qu’une personne de Bretagne ici » for example

Localisation is the right word in French to mean the location. The French word location means a different thing (rent, lease).

Don't forget "est" before "ici".

So the most common way would be « Est-ce qu’une personne de Bretagne est ici » (obviously changing the location depending on the question)

Or at least not an uncommon way

Both formulations ("...est ici" and "il y a... ici") are common.

The first is about asking if the person is here and not somewhere else.
The second is about asking if such a person exists/is available here.
