Yes it's like that. Voir is for being able to see something, while regarder is for watching something.
Je vois une personne par la fenetre - I see a person through the window.
Je regarde une personne par la fenetre - I'm looking at a person through the window.

Voir - see (passive)
Regarder - look, watch (active)
