Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
for me it's on the rarer side, it comes off as somewhere between formal and borderline pompous depending on the person using it
as a general rule, you'll never sound odd omitting optional liaisons, only required ones.
is this true also in france?

Liaisons don't tend to be super different between qc and france in my experience. There are some differences but it's usually not the standard liaisons that are different
