As long as the subject is the same, you don't need to keep it all the time. But you can keep it if you want. And yes, it can be done in any tense.

I learnt french is the only goofy romance language that doesn't ommit the pronoun before the verb

Like in portuguese we would say [Eu] fui pra floresta e [eu] achei um gato, but they say it is "ungrammatical" to say in french Suis allé au forêt et ai trouvé un chat

Yep, that's because conjugated forms are pronounced the same way, you have to disambiguate them through using the subject pornoun.
