'y' is a pronoun for 'la'. 'il y a' means "there is"

The adverbial pronoun y is used to replace the grammatical structure à/en + place.

J'ai vu la nouvelle statue au musée Grévin => j'y ai vu la nouvelle statue
A (without the accent) is the conjugated form of the verb avoir (to have) in the third person singular (il/elle/on) of the indicative present tense.
Il a un ballon (he has the ball)
There is the expression il y a (it can be conjugated in every tense) which means there is/are.
