"On dirait" means literally "we would say".
In meaning, "on dirait" is "looks like" because that points to what you would say it is from your current perspective, which is uncertain. The "bien" in "on dirait bien" is simply to confirm your uncertain assumption.

Example:

Person A:
"This thing looks like a fish"
"On dirait que cette chose est un poisson"
Person B:
"It looks like it indeed"
