there is one key thing you seem to be missing out which is the difference between present and passé composé.

passĂ© composĂ© is a tense used for past actions. It's formed using either ĂȘtre or avoir in present tense + the past participle of the verb you're conjugating.

for instance
"Je suis en France" uses ĂȘtre in present tense, and translates to "I am in France"
That said, "Je suis allĂ© en France" is passĂ© composĂ©. ĂȘtre in present tense + past participle of aller. It's the past conjugation for "aller": "I went to France"
