there is one key thing you seem to be missing out which is the difference between present and passé composé.

passé composé is a tense used for past actions. It's formed using either être or avoir in present tense + the past participle of the verb you're conjugating.

for instance
"Je suis en France" uses être in present tense, and translates to "I am in France"
That said, "Je suis allé en France" is passé composé. être in present tense + past participle of aller. It's the past conjugation for "aller": "I went to France"
