If you want to keep using « il y a », maybe something like « Il y a trente-six millions de personnes qui y habitent »

Just becareful with the gender of the country.
You can't do that because « il y a trente-six millions de personnes » is already a full clause
The second verb « habiter » would have no place so you'd have to turn that into a subordinate clause like I did
