seems like a mnemonic device to identify regular -ir verbs (2nd group) from irregular -ir verbs (part of 3rd group) but it sounds to me more like a trick destined to natives that naturally know how to conjugate verbs
im studing for an exam and they just added it
should i just memorize the words they used

what's really said is as simple as
regular -ir verbs (2d group) follow regular conjugations (-issons)
irregular -ir verbs (3rd group) don't follow regular conjugations (not -issons)
but it's a weird thing to add in a course not destined to natives...
but if they ask me which is 3d group and all end in ir how will i know
that's the purpose of the trick: check the "nous" row. If it ends in -issons, it's regular (2d group)

it's conditional present, which is different from the present you might be used to (called indicative)
it's used for actions that may or may not take place, and would usually be translated using a model like "would"

there are 3 they gave us
courir vouloir and partir
those are the only 1s i found in the materiel
and my level in french is low not high lmao
if they gave you a list, maybe stick to it, it might be simpler.
Though you should also probably know pouvoir/avoir/devoir/venir as well, they're irregular as well
all of them might be in the top 10 most used verbs in French

I mean the ones I gave you are just really useful anyway, even if you're a beginner might as well learn them

devoir => must/have to
vouloir => want
savoir => know
voir => see
venir => come
