I think "appartenir" has more emphasis on the possession rather than just being a statement like "être à lui". Like "this belongs to him" rather than just "this is his"

That's not your question, but "ce botte" is incorrect. If you're speaking about one of a pair of boots, it's "cette botte".
And yes "cette fille m'appartient" is offensive, because people doesn't belong to other people. If you're speaking about your daughter, you'd say instead "c'est ma fille".
(and not "cette fille est à moi")

Yes, it will be understood as i own her. So you'd say instead "c'est ma copine".
