Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
They mean the same thing, but 'D'où viens-tu ?' uses inversion, which makes it more formal/polite.

French has three ways to ask a question:
- Inversion
The pronoun and the verb switch places (however if the subject is a noun, it is repeated in form of pronoun placed after the verb). This is used in the formal language.
=> D'où viens-tu ? - Est-ce que
It is added before the affirmative statement to turn into a question. If there's an interrogative word, it is placed before it. This is used in the standard language.
=> D'où est-ce que tu viens ? - Intonation
The statement stays the same but the intonation rises at the end to make it a question. This is used in the informal language. If there is an interrogative word, it's usually in the same position as the noun it replaces in the affirmative statement.
=> Tu viens d'où ?
