Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
i think that « il y a du soleil » is the grammatically correct way to say “it’s sunny”, while « il fait soleil » isn’t very correct
however, i think you might still hear « il fait soleil » sometimes despite it being incorrect

Well, with an empirical approach, yes. Because a native can just describe the way he talks daily, and he will be right most of the time. But when it comes to "formal grammar".... they generally suck at explaining things, because this approach is something they were taught at school. So paradoxically, a non-native might give way more relevant answers if educated enough, because they actually had to learn those things in an academical framework.
