'qu'est**-ce** que c'est' means the same thing

you're asking for clarification on what something is

« Qu'est-ce que c'est ?
– C'est une voiture. »

Have you heard of the three ways of asking a question?

inversion, est-ce que, and intonation

this is the same
Qu'est-ce ? (formal)
Qu'est-ce que c'est ? (neutral)
C'est quoi ? (more informal)

Except quoi becomes qu' before est for some reason
