well, « plutôt que ce que... » means "rather than what..." or "instead of what..." and is used to introduce a clause, since there is the indefinite relative pronoun « ce que » at the end of it

for example...

  • Il a fait ce qu'il voulait plutôt que ce que__ je lui avais demandé__.
    -# ** ** ("He did what he wanted rather than what__ I asked him to do__.")

on the other hand, « plutôt que quoi... » also means "rather than/instead of what..." but in an interrogative sense; it's usually in informal questions and at the end of them
