Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
"a été" = passé composé
"était" = imparfait
It depends on the context
"a été" is for an action that happen and end in a define time
"était" is for an action which you can't say when it started and when it finished

But they could sound like the difference between “The storm was very violent” vs “The storm has been very violent”
