"arriver à" sounds like you're overcoming something, whereas "pouvoir" indicates a simple ability

"arriver à" is closer to "manage to"

Tom est enfin arrivé à partir en vacances. => Tom finally managed to go in vacation
sounds like he wanted to do it for a long time but wasn't able to, he finally was able to do it

I see, so arriver à would give more deep meaning to the sentence instead of the simple ability of pouvoir, therefore arriver à is the closer one to the original translation i guess.

And what do you think about "enfin" and " à la fin" in those sentences, are they interchangeable ?

they're not, "à la fin" sounds like "at the end", reading it I'm like "at the end of what?"
you could use "finalement" instead
