the pronoun order is right, the verb/negation placement can vary depending on the tense/mood
infinitive: ne pas le manger
simple tense: je ne le mange pas
compound tense: je ne l'ai pas mangé
so the diagram is to be used in which case?
doesn't the ne pas always surround the conjugated verb in all tenses, except for the infinitive where it doesnt surround anything?

This pronoun order is correct, and they get placed before the auxiliary and the verb
And you know how the negation part works
but i'll reiterate just in case. it should:
- precede everything in the infinitive
- in simple tenses wrap the object pronouns and the verb
- in compound tenses wrap the object pronouns and the auxiliary

ngl the presence of the subject pronoun there means that it should be placed after the verb but what citrons said is correct, the negative adverb comes before the verb when it’s in infinitive form
