Our volunteers look into many questions every day; sometimes it takes them a little while to answer.
Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
By "perfect tense" I assume you mean the passé composé ? (Which is formed like the English present perfect [have in present tense + past participle], but has a different usage.)
Apparently some French grammars written from an English perspective use the "perfect" terminology, but I don't like it because French and English usage simply don't align
That said, the passé composé is used in many places where the English simple past or present perfect are used.
The passé simple is used in the exact same contexts, but only in literature or storytelling
