When "de" is a preposition (of/from, generally) yes

It's a bit confusing because you have a few things

Indefinite
des = some (when there is not preposition "de")

Definite
les = the (or referring to the thing in general)

De + Indefinite
de x = of/from x (as "de des" would be clunky and repetitive)

De + Definite
des x = of/from the x (as de + les = des)
