Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
It can be translated either way, ultimately. And are you using an actual dictionary, or a translator? Translator will give you "mean" first, and you have to do some work to expose alternatives
"j'ai envie de dire 'oui' " would be the non-ambiguous way to say "I want to say yes"
Both - Google changed it to 'mean' and I wondered why, so I looked it up and my dictionary said that 'mean' was 'vouloir dire'
