I guess he means definite article. d'Algérie instead of de l'Algérie.
That's the definite article.
We often omit it before a female country after a preposition unless said country is specified.
Especially after de and à (which turns into en).
The definite article for Jerusalem
Jerusalem is a city and they don’t have gender so no article.
It’s not « Je vais au Jérusalem (implying le Jérusalem exists) », it’s « Je vais à Jérusalem ». The vast majority of cities don’t have gender and therefore article; the exceptions are for cities that have articles built in like « le Havre, le Mans, le Caire »
