ce que / ce qui = "what", not as a question word but as a connecting word between two clauses. "Ce que" is the object of the following verb, while "ce qui" is the subject of the following verb.
Example:

• Je fais ce que je veux = I do what I want
• Je fais ce qui est juste = I do what is right
