in this sentence what is the purpose of "le" if we are translating it as "he's worth more than they say", would it not make it "they say it" (obviously not but what would the purpose of the "le" be)

Because otherwise the clause wouldn't be complete, we wouldn't know what is being said.
Qu'on le dit = qu'on dit ce qu'il vaut (= than/as they say how much worth he is)
The pronoun refers to the discussion about his worth.
