La différence réside dans l'aspect temporel.

• À l’imparfait la phrase "Il faisait froid hier soir" indique une action ou une condition continue ou habituelle dans le passé. En gros on décrit une ambiance générale.
• La phrase au passé composé "Il a fait froid hier soir." est un peu différente, elle exprime un fait ponctuel, une action achevée dans le passé, on mentionne un événement précis
