really anyone who you meet while you're still a student who is also in your age range, you should just use tu

and even once you're older, if you're talking to a kid, you can use tu
I use vous with my students (who are all 18 years old now)
but if they were a bit younger I would absolutely use 'tu'

It's interesting to note that vous is also used by some adults when talking to children to be more respectful. This often happened to me.
