It depends on the gender and number of the noun it’s referring to. In this case, it’s « une majorité » which is singular and feminine.
« C’est nécessaire que nous acceptions toutes les conditions qu’ils nous proposent, quelles qu’elles soient. »
So it must be placed at the end of the sentence?

But because there needs a reference, it’s often placed there
