I think it’s because of the “should” in this case that is translated by “devraient”
If the sentence was “Those who want to stay at home have to tell me so”, it would be translated by : “Ceux qui veulent rester à la maison doivent me le dire” which is present tense

The reason why it’s conditional present and not indicative present is because this is a wish: They should do it but are under no obligation to do so. The present would imply it’s an order.
